The Leidos Intelligence Group currently has an opening for a Senior Security Manager to enable our mission support to Intelligence Community customer agencies in our Cyber and SIGINT (CSS) Operation.  

Position Summary:
The incumbent will manage a team of security professionals working at Leidos secure facilities in the Columbia, Maryland area, as well as San Antonio, TX. The place of employment is Columbia, Maryland. 

We are looking for customer service-oriented candidates who enjoy leading people and are proactive and innovative in supporting mission execution.  The incumbent will lead a team of security professionals and partner with Leidos management personnel and the Intelligence Community agency security managers and officials.  The incumbent will also lead coordination efforts with the Defense Counterintelligence and Security Agency (DCSA), on security clearance matters, rulings, and interpretations of the National Industrial Security Program Operating Manual (NISPOM) and execution of all assigned classified contracts. The incumbent will manage complex, often disparate, decentralized systems and processes to ensure compliance with company security policies. The incumbent must possess a broad knowledge of both the National Industrial Security Program rules, regulations, and procedures, as well as more nuanced Intelligence Community-centric processes and requirements.  This position reports to the Intelligence Group Security Director and provides daily tailored security support to the Cyber and SIGINT Solutions Operation, Division, and Program leadership teams to deliver timely security support to enable efficient and effective operations. Duties may include analyzing current processes, identifying efficiencies, implementing business process improvements, engaging with programs and customer agencies, preparing both oral and written communications to senior leadership, and providing recommendations for preventative or corrective actions in areas requiring specific expertise.

LEADERSHIP & TALENT MANAGEMENT: Leads a team of experienced professionals who exercise latitude and independence in their assignments.  Leads, directs, and mentors a geographically dispersed team supporting multiple secure facilities. Leaders must be experienced in coaching and career development, identifying work and personal challenges, implementing corrective actions, promotions, and other employment actions as necessary in accordance with manager review and approval.

IMPACT: Lead efficiency and compliance efforts for the Intelligence Group Security team by evaluating and developing new processes, standards, or operational plans in support of security projects. Manage security budget planning and execution with accountability for adherence to annual operational planning.

COMPLEXITY: Incumbents should have security experience in supporting the Intelligence Community. This portfolio is comprised of key intelligence community and defense agency customers that employ unique and often complex security processes.  Security support to these missions and programs can be difficult and complex, typically involving information gathering, root cause analysis, multi-step solutions to resolve or improve security activities and processing challenges.

COMMUNICATION: Effectively and professionally communicates with parties orally and in writing within and outside of the local security team and supported Operation. Key external customer communication includes government security leaders in the Virginia and Maryland areas. Requires ability to influence others outside of own area on policies, practices, and procedures.

KNOWLEDGE: Requires broad management and leadership skills to lead security projects or program teams. Typically has advanced knowledge and skills within a specific technical or professional discipline with broad understanding of other areas within the function.

Primary Responsibilities:
The Senior Security Manager is responsible for providing functional support to Intelligence Group’s CSS Operations level management and technical team members. Supervise a team of security professionals at multiple locations, whose duties are to implement industrial security requirements ensuring company and customer security requirements are met and exceeded on a daily basis. 
• The Senior Security Manager will interface with various levels of Leidos leadership, employee personnel and government security management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD 5220.22-M, Contract Security Classification Specification (DD254) and Classification Guides, as well as other specialized Intelligence Community security requirements.
• The Senior Security Manager must possess the experience and confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information. Provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate.
• The Senior Security Manager manages and administers effective security programs through self-inspections, application of risk mitigation methodologies, program reviews, document control system reviews, audits, violation investigations & reports, and implementation of efficient processes to meet all security requirements. 
• The Senior Security Manager leads physical, personnel and administrative security support for multiple facilities, which often calls for requests to government security representatives regarding accreditations, personnel actions, Information Systems (IS) transmissions and working with other government facility sponsors to draft co-use agreements and MOUs/MOAs for shared secure space.
• The Senior Security Manager directs security support in the creation, editing, and finalization of security volumes and other security-related support to priority business development opportunities.
• The Senior Security Manager employs liaison efforts with government and industry security colleagues at customer or Leidos work locations and industry association events.

Basic Qualifications
• Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 8+ years of professional Security experience and 4+ years of experience supervising or leading teams or projects.
• Thorough working knowledge of the NISPOM and other government regulations and Intelligence Community Directive (ICD) standards.
• Seasoned knowledge of functional security areas, to include IC and DoD security programs
• Ability to develop and execute security policy, plans and procedures
• Experience in providing/drafting security volume input in support of contract proposals
• Excellent organization and communication skills (oral and written)
• Ability to effectively and proactively, interact with staff, leadership, industry partners and customer agencies.
• Self-starter with ability to work independently, customer service orientated
• Commitment to security - creating and delivering the highest value to internal and external customers
• Ability to interpret company and government security policies and apply them to program support/operations
• Strong understanding of ICD 705 and physical security requirements to meet multiple customer’s contractual needs
• Candidate must possess an active Top Secret/SCI clearance with polygraph

Preferred Qualifications
• Knowledge of Access Control and Intrusion Detection Systems
• Experience conducting Security incident inquiries
• Active member in Industrial Security associations such as INSA, NDIA/AIA, NCMS, ISWG and/or CSSWG
• Thorough understanding of security databases/applications such as NISS, NBIS (DISS), and SIMS
• Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate
• Ability to develop and establish an effective security awareness, training, and education program
 

Pay Range:

Pay Range $94,250.00 - $170,375.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
