Job Description:

Parsons is seeking an experienced Deputy Program Manager/Construction Manager, Senior to support a major program and construction management team delivering a large, complex industrial infrastructure project.

Reporting to the Project Manager, this position will lead construction-management activities and coordinate contractors, inspectors, engineers, project controls, quality, safety, and commissioning personnel. The selected candidate will help ensure construction is completed safely, on schedule, within budget, and in accordance with approved designs, quality standards, contractual requirements, and Client objectives.

This position is based near Little Rock, Arkansas and is part of a 4–5 year contract. During the first year, remote work is permitted. After the first year, the selected candidate will be required to either reside within commuting distance of Little Rock, AR or be willing to relocate to the area.

Periodic travel and coordination with program leadership, Client representatives, contractors, consultants, suppliers, and on-site personnel may be required.

What You'll Be Doing:

  • Lead construction-management and field-oversight activities across assigned facilities, contracts, work packages, and project areas.
  • Support the Project Manager with construction planning, mobilization, execution, monitoring, turnover, and closeout.
  • Develop and implement construction-management plans, field procedures, reporting requirements, communication protocols, and performance expectations.
  • Direct assigned construction managers, supervisory inspectors, field engineers, project engineers, and construction-support personnel.
  • Coordinate construction activities among the Client, engineering teams, contractors, consultants, suppliers, utility providers, and other stakeholders.
  • Review contractor execution plans, schedules, sequencing, staffing, site logistics, temporary facilities, work methods, and recovery plans.
  • Monitor contractor performance against safety, quality, schedule, cost, staffing, productivity, and contractual requirements.
  • Coordinate the timely resolution of design discrepancies, requests for information, submittals, field conditions, constructability concerns, and technical interfaces.
  • Ensure construction uses current approved drawings, specifications, procedures, submittals, and authorized changes.
  • Work with Safety and Quality personnel to coordinate hazard controls, inspections, tests, nonconformances, corrective actions, and acceptance of completed work.
  • Review construction progress against approved schedules, milestones, look-ahead plans, quantities installed, and forecast completion dates.
  • Coordinate mitigation and recovery actions for delayed, deficient, or underperforming construction activities.
  • Support the review of contractor payment applications, change requests, claims, time-extension requests, and related field documentation.
  • Identify construction risks involving labor, logistics, materials, equipment, interfaces, productivity, quality, safety, cost, and schedule and coordinate mitigation actions.
  • Integrate construction completion with commissioning, system turnover, testing, startup, training, and operational-readiness requirements.
  • Prepare construction-status reports, performance metrics, forecasts, risk summaries, decision papers, and executive briefings.
  • Support substantial-completion inspections, punch-list management, final inspections, turnover, acceptance, and contract closeout.
  • Promote safe execution, accountability, collaboration, disciplined documentation, and continuous improvement.
  • Work remotely during the first year, with the expectation of residing within commuting distance of Little Rock, Arkansas, or relocating to the area thereafter.
  • Support periodic travel and coordination with program leadership, Client representatives, contractors, consultants, suppliers, and on-site personnel.

What Required Skills You'll Bring:

  • Master’s degree and at least 10 years of relevant experience, or a bachelor’s degree and at least 15 years of relevant experience in construction management, engineering, architecture, or a related field.
  • Experience leading multidisciplinary construction teams and overseeing multiple contractors, work packages, or project areas.
  • Demonstrated experience managing construction through preconstruction, mobilization, field execution, commissioning, turnover, and closeout.
  • Experience with contractor performance, construction schedules, payment applications, changes, claims, quality assurance, safety, and risk management.
  • Advanced leadership and construction-management skills, including the ability to direct multidisciplinary field teams.
  • Comprehensive knowledge of industrial construction methods, sequencing, logistics, contractor oversight, and project-delivery practices.
  • Ability to interpret contracts, drawings, specifications, schedules, cost reports, inspection records, and technical documentation.
  • Strong knowledge of construction safety, quality assurance, project controls, change management, risk management, commissioning, and closeout.
  • Ability to assess contractor performance and develop practical corrective or recovery actions.
  • Strong analytical, troubleshooting, problem-solving, negotiation, judgment, and decision-making abilities.
  • Excellent written and verbal communication, facilitation, stakeholder-management, and executive-presentation skills.
  • Ability to manage competing priorities and lead outcomes within a multidisciplinary and matrixed organization.
  • Demonstrated integrity, accountability, professionalism, and commitment to safety, quality, and program success.

What Desired Skills You'll Bring:

  • Federal, Department of Defense, industrial manufacturing, energetics, or other highly regulated construction experience.
  • Certified Construction Manager or Project Management Professional certification.
  • Professional Engineer licensure.
  • OSHA 30-Hour Construction Safety certification.
  • Proficiency with PMIS platforms, scheduling systems, document-management applications, field-reporting tools, and project-management software.
  • Experience coordinating construction with engineering, project controls, quality, safety, commissioning, procurement, contractors, consultants, suppliers, and utility providers.
