Job Description:

Parsons is looking for an amazingly talented Environmental GIS and Data Specialist to join our Winnipeg Environmental team. In this role, you will combine Geographic Information Systems, environmental data management, workflow automation, and technical communication to support environmental site assessment, remediation, risk management, monitoring, sampling, and federal infrastructure projects. 

You will work closely with environmental scientists, engineers, geoscientists, project managers, field personnel, construction professionals, and other GIS and data specialists. You will organize and validate environmental information, develop and maintain project databases, prepare high-quality maps and figures, automate repetitive processes, and convert field and laboratory data into clear, defensible client deliverables. 

 

What You’ll Be Doing 

• Develop, administer, and maintain project geodatabases and environmental databases in accordance with Parsons and client standards. 

• Compile, import, organize, and standardize information from field programs, analytical laboratories, GPS and survey equipment, historical records, drawings, client systems, and government or open-source datasets. 

• Perform quality assurance and quality control of spatial and tabular data, including checks for completeness, accuracy, coordinate systems, location identifiers, units, laboratory qualifiers, and consistency between data sources. 

• Prepare professional maps, figures, and geospatial deliverables for environmental site assessments, investigations, remediation programs, monitoring projects, construction support, and site approval packages. 

• Produce site-location plans, property and facility plans, borehole and monitoring-well figures, sampling-location plans, analytical-results maps, groundwater-elevation and contour figures, remediation-progress plans, and other project-specific graphics. 

• Develop and maintain standardized templates, legends, symbology, naming conventions, metadata, and map-production procedures. 

• Build and maintain digital field forms and mobile data-collection workflows using ArcGIS applications or comparable platforms. 

• Use ArcGIS Pro, Python/ArcPy, SQL, and related tools to automate data validation, geoprocessing, map production, reporting, and other repetitive tasks. 

• Run, troubleshoot, document, and improve existing scripts and automated workflows. 

• Query environmental databases and prepare tables, charts, data summaries, dashboards, and exports for project teams and clients. 

• Support pre-visit digital reconnaissance by compiling topographic, environmental, infrastructure, utility, and other site information before field assessments. 

• Support evaluation of proposed and alternative project sites using GIS data, system requirements, site constraints, and available environmental and geotechnical information. 

• Prepare maps and data products identifying site-specific environmental constraints, utility conditions, access limitations, cost drivers, schedule risks, and other construction feasibility considerations. 

• Request, manage, organize, and maintain GIS data for potential project sites and ensure that collected information remains accessible to project and government teams. 

• Support environmental screenings, permitting evaluations, NEPA-related documentation, environmental compliance activities, and construction environmental support. 

• Assist with tracking environmental requirements, permit conditions, compliance milestones, regulatory reporting requirements, and project progress. 

• Support site visits, GPS and mobile-data collection, sampling-location verification, and implementation of digital field workflows. 

• Coordinate with project managers and technical staff to ensure GIS, data, reporting, and site assessment tasks are completed accurately, on schedule, and within project budgets. 

• Support technical-report preparation, including figures, tables, appendices, data-management descriptions, methods and results summaries, site assessment reports, and project recommendations. 

• Prepare detailed maps and supporting data for site assessment reports, including system-specific requirements and site constraints. 

• Coordinate with federal, state, and local agencies, installation personnel, utility providers, contractors, and other stakeholders when required. 

• Maintain clear documentation of databases, scripts, data sources, assumptions, and processing procedures so work can be reviewed, reproduced, and transferred between project teams. 

• Support multiple concurrent projects and task orders, including assignments at geographically dispersed locations. 

• Protect confidential, procurement-sensitive, and client information and follow applicable health, safety, quality, cybersecurity, data-security, and records-management requirements. 

 

What Required Skills You’ll Bring 

• Active Secret security clearance required
• Bachelor’s degree in GIS, geomatics, geography, environmental science, environmental engineering technology, earth sciences, computer or data science, information systems, or a closely related discipline. 

• 10+ years of relevant experience, including GIS, database, environmental-data, or technical-reporting experience. 

• Practical proficiency with ArcGIS Pro, including geodatabases, data editing, geoprocessing, cartography, coordinate systems and projections, spatial analysis, and publication-quality map production. 

• Understanding of relational database structures and the ability to query, organize, validate, and manage tabular data using SQL, Microsoft Access, or a comparable platform. 

• Working knowledge of Python, preferably including ArcPy, with the ability to run, review, troubleshoot, and modify GIS or data-management scripts. 

• Proficiency with Microsoft Excel and Word, including preparation and formatting of tables, figures, and technical documentation. 

• Strong attention to detail and a methodical approach to quality assurance, file management, data security, and documentation. 

• Ability to investigate and resolve data or software problems independently while knowing when to seek guidance. 

• Ability to manage multiple assignments, changing priorities, and concurrent projects in a project-driven consulting environment. 

• Clear written and verbal communication skills and the ability to prepare concise technical documentation. 

• Ability to work collaboratively with technical and non-technical personnel in a multidisciplinary team. 

• Valid Class 5 driver’s license and ability to travel occasionally for project requirements, if required. 

 

What Desired Skills You’ll Bring 

• Master’s degree in a relevant discipline and/or professional designation. 

• Experience with environmental consulting, contaminated sites, petroleum hydrocarbon projects, site assessment, remediation, risk assessment, environmental monitoring, or construction support. 

• Familiarity with environmental data related to soil, groundwater, surface water, sediment, soil vapor, air monitoring, boreholes, monitoring wells, and laboratory analyses. 

• Experience with laboratory electronic data deliverables, detection limits, qualifiers, environmental standards, and chemistry-data validation. 

• Experience with ArcGIS Online or Enterprise, Field Maps, Survey123, Dashboards, Experience Builder, StoryMaps, or similar tools. 

• Experience with Microsoft Access, SQL Server, EQuIS, laboratory information management systems, or environmental database platforms. 

• Experience preparing maps, figures, and reports for environmental site assessments, remediation, monitoring, construction, or infrastructure projects. 

• Familiarity with AutoCAD and data exchange between GIS and CAD systems. 

• Experience with GPS, Trimble, or comparable field-survey and data-collection equipment. 

• Familiarity with Power BI, Power Automate, SharePoint, or other reporting and workflow tools. 

• Experience preparing site assessment reports that include findings, analyses, recommendations, maps, and site-specific constraints. 

• Experience supporting NEPA, environmental permitting, stormwater management, waste management, contaminated-media management, or environmental compliance activities. 

• Experience with GIS data management for federal facilities, military installations, infrastructure programs, or other secure Government projects. 

• Experience coordinating with local governments, utility providers, regulatory agencies, installation personnel, and project stakeholders. 

• Experience supporting projects across multiple locations and adapting to changing task-order requirements. 

 

Additional Position Expectations 

• Some assignments may involve access to secure Government facilities, Government information systems, or procurement-sensitive information. 

• Employees must comply with applicable cybersecurity, information-safeguarding, site-access, safety, quality, and environmental requirements. 

• Contractor personnel will provide technical analysis, data management, recommendations, and support but will not perform inherently governmental functions or make commitments on behalf of the Government.

Salary Range: $88,400.00 - $154,700.00
