Job Description

BUSINESS OVERVIEW

U.S. Bancorp Fixed Income, Currencies & Commodities (FICC) is building out a newly created Financial Risk & Strategy function to provide dedicated front-line risk management, financial resource management, and strategic oversight across the FICC businesses, including Macro (Rates / FX), Structured Credit, Working Capital Finance, Debt Capital Markets, Credit, and Commodities. This build-out coincides with U.S. Bancorp's transition across the Category II regulatory asset threshold and the integration of BTIG LLC's equities and prime brokerage capabilities, creating a highly visible mandate at the intersection of risk, finance, and strategy within Global Capital Markets.

POSITION OVERVIEW

Reporting to the Head of FICC Financial Risk & Strategy, the Director will lead strategic analysis and financial resource management initiatives across FICC businesses, including balance sheet allocation, funds transfer pricing, and broker-dealer capital and funding. This role partners closely with Corporate Treasury and Finance to ensure FICC's capital, funding, and liquidity resources are deployed efficiently against strategic priorities.

KEY RESPONSIBILITIES

Capital, Funding & Strategic Analysis

  • Support the FICC Balance Sheet Council, including balance sheet allocation, funding/liquidity analysis, and cross-LOB governance

  • Drive the build-out of G-SIB-standard P&L attribution capabilities, including consistent desk- and product-level decomposition of revenues, carry, funding, hedging, valuation adjustments, and key risk drivers

  • Develop capital attribution and allocation methodologies across FICC desks and products to support transparent risk-adjusted performance measurement, resource optimization, and strategic decision-making

  • Drive broker-dealer capital and funding analysis, including net capital frameworks (SEC Rule 15c3-1) and unsecured funding strategy

  • Partner with Corporate Treasury on FTP methodology, Section 23A lending, and holdco term debt analysis

  • Support preparation of rating agency materials and BTIG integration workstreams from a strategy and financial resource lens

  • Lead or contribute to strategic initiatives such as the FICC Junior Talent Program and other franchise-building efforts

Planning, Reporting & Regulatory Impact

  • Prepare balance sheet planning submissions and cross-LOB dashboards for senior management and planning cycles

  • Analyze regulatory developments (Category II transition, LCR/NSFR, AOCI/CET1) for their impact on FICC's financial resources

QUALIFICATIONS

Basic Qualifications

  • 8+ years of experience in financial resource management, treasury, corporate development, or strategy within capital markets or banking

  • Strong understanding of balance sheet management, funds transfer pricing, and regulatory capital/liquidity frameworks (LCR, NSFR, CET1)

  • Experience with broker-dealer capital frameworks (SEC Rule 15c3-1) a plus

  • Bachelor's degree required; advanced degree or CFA designation preferred

  • Strong analytical and financial modeling skills, with the ability to synthesize complex regulatory and financial topics into clear, decision-ready materials

  • FINRA Series 7 and 63 licenses required, or ability to obtain within a defined onboarding period

  • Excellent written and verbal communication skills, with experience preparing materials for senior management and governance committees

Preferred Skills / Experience

  • Advanced degree or CFA designation

  • Experience with broker-dealer capital, funding, and liquidity frameworks

COMPENSATION & BENEFITS

Base pay for this role usually falls within $250,000 to $300,000. Additional considerations regarding base pay levels are based on candidate qualifications. Your compensation expectations will be discussed with a U.S. Bank recruiter if you are contacted to discuss the role further.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $152,370.00 - 186,230.00
