Program background
The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

IT Project Manager- Human Resource Information System (HRIS)
Position Summary
The IT PM- HRIS is responsible for leading enterprise software implementation and technology transformation projects across the organization, with an initial focus on the implementation of a Human Resources Information System (HRIS). This role manages the full project lifecycle, including planning, requirements gathering, vendor coordination, system implementation, data migration, testing, training, organizational change management, deployment, and post-implementation support.
The successful candidate will work closely with business stakeholders, Information Technology, vendors, consultants, and executive leadership to deliver technology solutions that improve operational efficiency, data quality, user experience, and business performance. While the initial assignment will focus on the HRIS implementation, the IT PM- HRIS may lead additional enterprise software implementations and business transformation projects as organizational priorities evolve.
Key Responsibilities
Project Leadership
- Lead enterprise software implementation projects from initiation through production deployment, stabilization, and transition to operational support.
- Develop and maintain project plans, schedules, budgets, resource plans, risk registers, issue logs, decision logs, and status reports.
- Manage project scope, timelines, deliverables, dependencies, and stakeholder expectations.
- Facilitate project meetings, steering committee meetings, workshops, and executive briefings.
- Monitor and communicate project status, risks, issues, decisions, and mitigation strategies.
HRIS Implementation
- Lead the implementation of the organization’s Human Resources Information System.
- Coordinate activities among leaders overseeing Human Resources, Payroll, Benefits, Information Technology, Finance, Procurement, and external vendors.
- Oversee requirements gathering, solution design, configuration reviews, testing, training, deployment, and post-go-live support.
- Manage data conversion and integration efforts with existing systems.
- Ensure successful organizational readiness and adoption of new processes and technology.
Enterprise Software Projects
- This role may also manage additional business application and technology projects.
- Coordinate cross-functional business process improvement and system modernization initiatives.
- Apply consistent project governance and implementation practices across the enterprise software portfolio.
Vendor Management
- Serve as the primary project liaison between the organization and software vendors, implementation partners, and consultants.
- Track vendor deliverables, milestones, staffing commitments, contractual obligations, and acceptance criteria.
- Coordinate issue resolution, escalation, and decision-making activities.
- Support contract compliance, deliverable review, and project closeout.
Data, Integration & Quality Assurance
- Coordinate system integrations, data cleansing, mapping, conversion, validation, and migration activities.
- Work with technical and functional resources to ensure solution quality, security, performance, and alignment with business requirements.
- Plan and coordinate system testing, integration testing, user acceptance testing, parallel testing where applicable, defect remediation, and go-live readiness reviews.
Change Management & Communications
- Work with vendors to develop project communication, stakeholder engagement, and organizational change management plans.
- Coordinate training, documentation, knowledge transfer, and user readiness activities.
- Support adoption of new systems and business processes across affected departments.
- Facilitate the transition from project implementation to operational ownership and support.
Qualifications
Required
- Bachelor’s degree in Information Technology, Information Systems, Business Administration, Project Management, Human Resources, or a related field.
- Five or more years of project management experience leading business application or enterprise software implementation projects.
- Experience managing the complete software implementation lifecycle, including requirements, configuration, integration, data migration, testing, deployment, and stabilization.
- Experience managing vendors, consultants, and cross-functional teams.
- Experience with project governance, risk management, schedule management, and executive-level status reporting.
- Strong written, verbal, facilitation, and presentation skills.
Preferred
- PMP or comparable project management certification.
- Agile, Scrum, or hybrid project management experience or certification.
- Experience implementing an HRIS/HCM platform such as UKG, Workday, SAP SuccessFactors, Oracle HCM, HiBob, ADP Workforce Now, or a comparable enterprise platform.
- Experience implementing ERP, financial, governance, compliance, asset management, workflow automation, or other enterprise SaaS solutions.
- Experience in public sector, transportation, infrastructure, construction, or another regulated environment.
- Experience with organizational change management and user adoption practices.
