Job Description:
Parsons is seeking an accomplished Program Manager to lead a large-scale cybersecurity and information technology program supporting mission-critical operations. This is an opportunity to guide a high-performing team of cybersecurity, infrastructure, cloud, DevSecOps, data, and IT professionals while delivering measurable results for a demanding Government customer.
As the Program Manager, you will serve as the primary point of contact between Parsons and the Government, providing executive-level leadership, program oversight, and customer engagement. You will be responsible for ensuring the successful delivery of cybersecurity and IT services across the full program lifecycle—from strategy, planning, and infrastructure modernization through cybersecurity operations, risk management, performance reporting, and transition activities.
You will lead a diverse team of technical subject matter experts and subcontractor personnel, align program execution with Government priorities, and foster an environment where professionals can apply their expertise, develop their careers, and deliver mission success. The ideal candidate is a proactive leader who can make informed decisions, manage competing priorities, anticipate risks, and confidently represent the company with senior Government stakeholders.

What You’ll Do
- Serve as Parsons’ primary point of contact for the Government, including the Contracting Officer, Contracting Officer’s Representative, and organizational leadership.
- Provide overall management, direction, administration, quality control, and leadership for all contractor and subcontractor personnel.
- Lead program execution across cybersecurity, IT operations, infrastructure, cloud, DevSecOps, data, artificial intelligence and machine learning, research and development, and service desk activities.
- Ensure all work is performed in accordance with the Performance Work Statement, approved program plans, applicable Government policies, and contract requirements.
- Manage program scope, schedule, staffing, resources, risks, performance, deliverables, and customer communications.
- Develop, maintain, and update the Program Management Plan, Risk Management Plan, transition plans, organizational chart, monthly status reports, and other required program documentation.
- Establish and maintain effective governance, communications, quality control, and performance-management processes.
- Oversee manpower planning and resource allocation for a program involving diverse technical skill sets and labor categories.
- Monitor contract financial and technical performance, including performance metrics, forecasts, and corrective actions.
- Identify and proactively communicate contractual, programmatic, staffing, schedule, financial, and resource risks.
- Make timely decisions on behalf of Parsons and commit the company’s organization within the authority delegated to the position.
- Lead kickoff meetings, monthly technical status meetings, transition activities, risk reviews, and other customer engagements.
- Support transition-in and transition-out activities to ensure continuity of mission-essential services.
- Promote professional development, collaboration, accountability, and technical excellence across the program team.
What Required Skills You’ll Bring
- TS/SCI clearance.
- Active PMP certification.
- Bachelors degree and 15+ years total
- Experience within the last 10 years managing a project or program of similar size and complexity to this requirement.
- Experience within the last 5 years overseeing and determining manpower requirements for projects of similar size and complexity involving diverse technical skill sets and labor categories.
- Experience within the last 5 years performing contract financial and performance monitoring, including the use of performance metrics.
- Demonstrated experience managing customer relationships and serving as the primary point of contact for a Government or similarly complex contract.
- Demonstrated experience leading technical teams, subcontractors, or multiple functional workstreams.
What Desired Skills You’ll Bring
- Experience managing federal cybersecurity and information technology programs.
- Experience supporting cybersecurity operations, Security Operations Centers, vulnerability management, threat hunting, incident response, ATO/RMF activities, or DevSecOps.
- Experience managing programs involving hybrid cloud, infrastructure operations, data management, AI/ML, or enterprise IT modernization.
- Experience with transition management, quality control, risk management, and performance-based service delivery.
