  • Develops and maintains relationships with regulatory agencies to facilitate licensing process and reduce disruptions to the business by communicating licensing details (for example, construction plans, new store openings) to regulatory agencies, managing schedules and timelines according to local, state, and federal specific requirements to allow response and lead time with agencies, scheduling routine inspections for new store licenses, understanding local, state, and federal specific requirements to educate and train store management regarding license expectations; and escalating issues to management that might result in a delay or disruption to the business.

  • Ensures compliance with local, state, and federal agencies' guidelines and regulations by responding to issue tickets (for example, Remedy) assigned to the department, hotline calls, emails, and letters; researching compliance-related issues and recommending solutions to operations and field management understanding store requirements and providing support and training to mitigate issues and maintain licenses, establishing and ensuring completion of corrective action plans, monitoring to ensure proper items are stocked based on state guidelines (for example, minimum stocking requirements, formula or product changes, replenishment of Women, Infants, and Children (WIC) items), processing food instruments (for example, WIC checks); and acting as a liaison between regulatory agencies and stores.

  • Manages and negotiates the licensing process for operational licenses for all operating formats within the company by identifying, interpreting, and executing priorities and timelines for operational licenses based on operations schedules (for example, store grand opening) to ensure ongoing operations are not interrupted due to lack of licenses, monitoring license expiration dates and building timelines to ensure renewals are processed and have lead time to arrive at the facility to continue business operations and maintain store compliance with all applicable laws and regulations; reviewing and interpreting regulatory requirements to complete applications and compile information from multiple sources (for example, bonds, inspection reports, governance reports), negotiating with state and federal agencies to have licenses issued, negotiating license type and monetary obligations for licensing invoices with agencies and ensuring payment of licensing fees, ensuring applications are comply with.

  • Supports licensing process and business improvements by identifying new business opportunities related to operational licenses, identifying and analyzing underlying patterns and root causes of problems and inspection concerns, developing, communicating, and ensuring timely completion of action plans to address business opportunities and concerns, prioritizing process improvements, escalated concerns, and action plans, proposing and supporting the implementation of solutions to address concerns; communicating expectations to relevant stakeholders (for examples, store manager, field operations), identifying and delivering training opportunities to field operations and leadership, and leading change initiatives.

  • Prevents financial loss to the company by developing standard operating procedures based on local, state, and federal license regulations, conducting surveys (for example, pricing surveys) and monitoring regulatory guidelines, ensuring regulations are followed and minimizing costs; helping associates understand various procedures (for example, processing, return check, posting, bank reconciliation), negotiating item pricing and license requirements with agencies based on survey impacts and agency regulations; auditing work processes to ensure all necessary licenses are obtained and maintained to avoid a disruption of sales, minimize potential fines, and mitigate other disciplinary actions up to and including revocation of the license, and working with regulatory agencies to ensure validation of agency audits.

  • Demonstrates up-to-date expertise and applies this to the development, execution, and improvement of action plans by providing expert advice and guidance to others in the application of information and best practices; supporting and aligning efforts to meet customer and business needs, and building commitment for perspectives and rationales.

  • Provides and supports the implementation of business solutions by building relationships and partnerships with key stakeholders, identifying business needs, determining and carrying out necessary processes and practices, monitoring progress and results, recognizing and capitalizing on improvement opportunities; and adapting to competing demands, organizational changes, and new responsibilities.

  • Models compliance with company policies and procedures and supports company mission, values, and standards of ethics and integrity by incorporating these into the development and implementation of business plans, using the Open Door Policy, and demonstrating and assisting others with how to apply these in executing business processes and practices.
